  1. Strengthening and modernization of Co-operative Training Institute for providing various training courses pertaining to Co-operative Sector:- Tripura State Co-operative Union (TSCU), is the only organization in cooperative sector provides cooperative education, research and training for leadership development of  Board of Directors, skills development on Accounts and business development of Co-operative, orientation programme, Legal aspects,  refresher course etc. Timely and need based training support to the Co-operative members and Junior Level Coop. Employees will gear-up the co-operative movement throughout the state.

  1. Strengthening and Modernizing the Tripura State Co-operative Bank Ltd (TSCB) Ltd.:- Presently, 3484 Joint Liability Group (JLG) with total women membership strength of 17,420 (approx) have been formed by the LAMPS & PACS at the primary level to promote the rural based Agri & allied sector activities through credit linkage with Bank Branches of Tripura State Co-operative Bank. The Tripura State Co-operative Bank is working for providing credit to the farmers with minimum paper works in a speedy manner. The Department is ensuring that the target groups are provided maximum credit in time of need for arranging their inputs so that the seasonal Agricultural practices of farmers do not suffer. For ensuing the easy and timely delivery of services from TSCB Ltd, the bank has taken following key initiatives for strengthening and modernizing the Tripura State Cooperative Bank Ltd.

 

It has been observed that if credit is disbursed among groups fully run and operated by women members, the rate of recovery of loan is almost 100%. Additionally, onetime benefit of Rs.2,000/- per JLG will be provided to the credit societies as financial support from NABARD through Tripura State Co-operative Bank.

  1. Implementation of Integrated Cooperative Development Project (ICDP):- Integrated Cooperative Development Project (ICDP) is a reimbursable Project sponsored by the National Coop. Dev. Corporation (NCDC), New Delhi with an intention to ameliorate the socio-economic conditions of the small and marginal farmers and other weaker section of societies focusing on a district based integrated approach embracing the line departments such as Agriculture, Fisheries, ARDD, Handloom and Handicrafts etc. The trust of the project is designed to increase productivity through generation of self employment of the rural youths in various economic ventures.

Based on the above multi-fold objectives of the ICD Project, the Department of Co-operation expects to introduce the project in all 03(three) districts of the State. At present, ICD Project with a total project outlay of Rs.26.61 crores and being implemented in 3(three) districts viz. Dhalai, North & Unakoti to develop the infrastructure & working capital to Agri-credit and non-credit/others cooperatives societies. There is a ample scope to develop the Diary and weavers cooperatives and make them self efficient. Department is taking initiatives to implement 03(three) more ICD Project in West, Sepahijala & Khowai Districts.

                Besides, with a view to provide good infrastructure and working capital support for diversification of business of Co-operative Societies, sanction of 3(three) more ICD Projects in West, Sepahijala & Khowai  District is under consideration of the Government.

  1. Formation of New Co-operatives and Revival of Dysfunctional Co-operatives:-            It was the mandate of the Co-operation Department to form at least one Co-operative society in all the GP/ADC villages of the State within 31st March, 2020. Accordingly, during last two and half year, as good as 1279 (one thousand two hundred & seventy nine) Cooperative societies were formed in various sectors like Agri, Fishery, Dairy, Animal Husbandry, Marketing, Consumers etc. These cooperatives would be contributing a visible and significant rule in the economic growth of our state. As of now, around 17932 members are engaged in the newly formed 1279 Cooperative Societies. Therefore, employment of the members could be guaranteed in these newly formed cooperatives.  

 

Besides, a programme has been chalked out with a definite time that by the end of March, 2021 there will be no dysfunctional cooperative societies. All such societies spread over 08(eight) districts are either to be revived or wound-up through administrative process latest by March, 2021.

  1. Online registration and amendment of Co-operatives/ NGO’s under Ease of doing business :- Department of Co-operation has taken all possible efforts under mandate of “Ease of Doing Business” particularly in the field of online Registration and amendment in respect of    Co-operatives and NGO’s (under e-district platform through NIC).

 

All the materials & flowchart have been supplied to DIT for early completion of the project. This service will facilitate online monitoring of the activities of NGOs and getting registration of Society by the common citizen sitting at their home. It is expected that by the end of March, 2020 online registration system would be fully grounded.

 

 

  1. Implementation of PMBJP (Generic Medicine) Scheme of the GOI:- In compliance to the decision of the State Government and also to provide medicine at affordable prices to the poor people, the Tripura Markfed and others identified LAMPS, PACS & PMCS are selling Generic Medicines through their 20(twenty) Kendras attached with different  State/ District/ Sub-Divisional Hospitals as well as CHCs spread over the State. Opening of more no. of sale counters of Generic Medicine is under consideration of the Government.

  1. In Tripura, there are about 560 Bank Branches including 48 Private Banks, however, mostly located in Urban/ Census City areas. Opening of new Bank Branch is expensive and time taking ones observing all formalities. Therefore, the existing          Co-operative Societies (268 LAMPS/ PACS) may be linked with the Co-operative Banks to function as local outlets of the Banks, in Business Correspondence(BC) Model manner, as all the Societies are having permanent office setup at village level. For such work, the Societies will get commission against transactions in favour of Bank. During last 2.6 years, 10753 KCC have been issued to the Farmers involving an amount of Rs.50.91 crores by the Tripura State Co-operative Bank out of about 5.78 lac of Farmer Families in the State. If Credit facilities are extended to those families in easier way, improvement in Agricultural production would be quite visible.

PERFORMANCE AND ACHIEVEMENT OF THE DEPARTMENT OF CO-OPERATION DURING THE YEAR 2016-17

  1. FINANCIAL ASSISTANCE

During the year 2016-17, the Department of Cooperation has provided financial assistance amounting to Rs. 1014.34 lakhs in the form of Share Capital, M. subsidy and Grant etc  to various Co-operative Societies for under taking business activities.

  1. HOLDING ELECTION OF CO-OPERATIVE SOCIETIES
